Is there a way to open each folder separately in different windows and not in one cluster of tubs so I won't have to drag each folder tab to separate them?
I unchecked 'open folders in tabs instead of new windows' option in finder preferences but nothing has changed.

FWIW, I created a new user account on the Mac that wasn't working and the Finder worked as it should. Apparently there is a corrupt user file in my default account but I haven't found which one.

Press command-shift-G
and type or paste
~/Library/Preferences
and press enter
Drag com.apple.Finder.plist out of the folder (you can put it in the desktop for example).
Relaunch the Finder: press command-option-escape, select Finder, click Relaunch.
Set your Finder preferences to your liking.
If it works then drag the old preferences file to the trash.
With open folders in tabs still selected, one can press the option key and right/control click on a folder, and the secondary menu changes from Open in New Tab, to Open in New Window.

Actually as it turns out, it works on three of my Catalina installs and fails on one. The only thing I can think of is I installed Pathfinder to play with on the one that fails. I wonder if it screwed something up. FWIW, I was aware of the option, I just wasn't using it because it doesn't work on the iMac I use 90% of the time.
I see. well if you read the posts between VikingOSX and I you will see 3 of my Macs work correctly and 1 doesn't. The issue I have is slightly different than yours but I'm still trying to work out why it's not working as it should.
Actually that doesn't work with one of my installs, it does with another. Go figure.

Apple random number generator. Guess what the Finder will do on any given Mac? At least the Terminal is predictable.
I'm on 10.15.3 as well but your solution doesn't work. Both ways open the folder as a tab.

If I uncheck "open folders in tabs instead of new windows" option in finder preferences then right/control click on a folder and choose "Open in New Window" it does open a new Finder window. I'm on 10.15.3.
