You and your brother only have Apple's cheapest priced ( and not fastest ) iPads and to make them the cheapest priced iPads, Apple made these models with certain hardware compromises.

The 6th gen iPad uses a nearly 4 year old processor from the iPhone 7.

The 6th gen iPad only has 2 GBs of internal RAM.

The newest, 2017 iPad 7th gen iPad now has 3 GBs of RAM.

The budget 6th gen iPad does not have all the other high end bells and whistles from the latest iPad Air 3 or IPad Pro models , like much faster multicore processors and neural engines or faster screen refresh rates and more internal RAM.

So, the baseline, 2018, 6th gen iPad is limited to 60hz screen refresh rate with ONLY 30fps!

It is what it is and you cannot change this in the 6th gen iPad.

You want a faster iPad, someone has to pay for a faster iPad.

You have what you have.

You are lucky to have parents that can afford to buy and give you both any iPads!

As far a your WiFi issue.

Wifi speeds are what they are coming from your home WiFi network.

If your iPad 6th gen is having some WiFi issues,

Try a simple hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.

Also, make sure you have not completely filled up your iPad full of data.

Apple iOS devices and iPads, in particular, need to maintain an internal free data storage amount of, AT LEAST, between 2-3 GBs of internal data space, at all times.

Never completely fill up a mobile device with data ever!
