Unknown Error when logging in to Apple ID

I have been trying to log onto my Apple ID and iCloud on my laptop but it keeps on saying "An unknown error occurred" I have changed my password and can login on my iMac ok.

On my MacBook I am being Tod to Update Apple ID settings but it will not allow me to.

If I try to use Keychain on iCloud I cannot upgrade the security as it still comes up with "An unknown error occurred" again.

All very frustrating
