Can someone point me to the release for zsh in Catalina? Did it make the release notes? If not can it be added?

I'm unaware of a specific reference to the shell change in Catalina release notes, and a quick search did not turn up anything relevant.

Apple is not long on any form of release notes. Are you seeking the zsh 5.8 manual, individual zsh (man zsh) man pages, or the consolidated (man zshall) man page? That is not a typo. Or do you have a specific question about achieving something in zsh?
Yes, I understand this and I'm up and running and transitioning to zsh. Just curious when the default shell is changed it's not part of the release notes. Or is it?

The Terminal shell zsh is part of the Catalina install.
When you launch the Terminal app, you should be prompted to change your default shell from bash to zsh.
