iPhone 11 not ringing when screen locked

Not exactly. I do not have "DND" enabled. And my phone doesn't ring (vibrate). I have it set to 'silent' and in the 'silent mode' I have it set to 'vibrate when on silent'. It doesn't ring/vibrate when the screen is locked and its sitting idle. It also does not ring/vibrate whenI'm using the phone such as texting. I only get a 'missed call'. I can be sitting right next to it or holding it and it does not ring. It will suddenly show that I missed a call. Its most irritating. I have it set to vibrate whether it is on silent or ring mode. It doesn't vibrate. It lights up after a call has been missed to let me know I missed the call. The only feature I can see that might relate is the checkmark in DND. Under silence: there are two options of which one must select one or the other )"Always" or "While iPhone is Locked". Since I do not want it silenced always, the other option is selected. One cannot unselect it. I just changed the setting below the 'silence' one to 'allow calls from everyone'. I'll see if this makes a difference. And again, I don't even have DND on but I can't figure out anywhere else that would control the ringing/vibrating of my phone when I have a call incoming. Thanks for your help.
