Containers/com.apple.mail/Data/DataVaults file can’t be removed from Trash

Containers/com.apple.mail/Data/DataVaults file can’t be removed from Trash after Delete User routine hung-up while running Users&Groups.

When logged in as root this also didn’t work: rm -f

The file is unlocked. It has “unknown” permission!

If I run "strings" in the terminal window I see this:

% strings DataVaults

xcrun: error: invalid active developer path (/Library/Developer/CommandLineTools), missing xcrun at: /Library/Developer/CommandLineTools/usr/bin/xcrun

The following is the Console system.log report after I tried to empty trash from the finder:

A "Data Vault" is an internal Apple file. You will not be able to remove it by any method.

You may be able to remove it if you turn off System Integrity Protection, but that can be tricky.

Unfortunately, the only official way to solve this problem would be to erase the hard drive, reinstall the operating system, and restore from backup.
