This link explains how to password protect a PDF file.
The question is: can a PC user open this encrypted pdf file with the proper password in the Windows environment? Lets assume that user will try to open the file using Adobe Acrobat.

Just encrypted a PDF in Preview on Mojave 10.14.6 (18G3020), and then opened it on Windows 10 1909 with Adobe Acrobat Reader DC v2020.006.20034, following a password prompt.

Link doesn't work here, but I'd use a password protected Zip file for compatibility...
