You report it to the police and your cellular service provider. Apple doesn’t take reports of lost or stolen personal property.

I am assuming that you meant that your iPhone has been stolen and FindMy App was not activated on it. Furthermore, it may also not be listed under your Apple ID.
If you know the serial number of the iPhone then you can call your service provider and report it stolen so that they can put it on the blacklist so that no one else can activate it.
You can also report the iPhone stolen wot your Police department.
FYI - Apple does not play a role in lost and stolen iPhones category. That is solely done through law enforcement.
