Hi,
My daughter just updated her MacBook Air to Catalina 10.15.3.
It seams like her iPhone screen time is copying over to her computer.
We only want screen time on the iPhone not the computer. How do we pass by that? Is that even possible?

Try deselecting the option "Share across devices".

On each iPhone, iPad, or iPod touch, go to Settings > Screen Time and turn on the same setting.
