You have to have Safari on your iPad. It is a preinstalled app and cannot be deleted on an iPad 2. You may have restricted it using parental controls.
This isn’t exactly what you would see on your iPad, but this should give you the idea.

You might have moved it to another screen, so swipe from screen to screen to search for it. You can do a search on your iPad as well using the search feature. Finally, you can reset the home screen layout which will return it to the home screen. Settings>General>Reset>Reset Home Screen Layout. That will return the home screen to out of the box condition.
