I’m a beginner level photographer with some photoshop skills. Is the IPad Air or IPad 7th Gen compatible with Adobe Photoshop? I just want to upload and edit photos and my 8 year old MacBook Pro is too slow and damaged to do so.

There is a specific version of Photoshop for the iPad, Photoshop Express: Photoshop Express Photo Editor on the App Store
It cannot run the Mac version of Photoshop though.
Whether that's enough for you, only you can say.
Al apps in the iOS App Store are compatible with all iOS devices.
Your iPad and image editing needs maybe better served with the 2019, 10.5 inch screen iPad Air 3 or one of the new iPad Pro models would even be better!
