Usage issues with apps on iPhone SE including Privacy

My name is Mark and I have noticed a gradual issue with my iPhone SE. I was unable to open up Facebook, so I deleted the app on my phone and went to Apple Store to go get again. It doesn't give me the option to acquire Facebook.

I can't use my Weather app anymore. Other apps have slowly stopped working on my phone.

I can't keep all the tabs of websites that I've opened and used in Safari. Once I close it, the tabs are gone. It's starts over as if I haven't been to a website yet.

MOST IMPORTANTLY... I can't go into "Privacy" in Settings.
