i can get text but i can,t send text

If you are unable to send an iMessage, go to Settings > Messages, and then turn iMessage on. It should activate iMessage then. If you are having a problem sending an SMS message, contact your carrier.

If you are referring to an actual SMS text message from a non-iOS device, then contact your carrier. They are responsible for SMS texting. There is no setting on the iPhone to turn SMS on or off. The carrier has to do that.
