I don't think that your Mac iMovie on Catalina will read iPhoto. Catalina comes embedded with the Photos app version 5. Photos 5 reorganized a lot of things so that the display in the iMovie sidebar Photos item is not the same as before.
For the Photos app library to properly display in the iMovie app it must be designated as your system photo library. Try opening your Photos app and go to Photos/Preferences/General and make sure that the box that says "Use as System Photo Library" is grayed out. If it is not grayed out, then gray it out by clicking on the box. If it is already grayed out that means that your Photos library already is used as your system library and you need do nothing further. Now see if your Photos item displays properly in the iMovie project sidebar.
Photos in the old iPhoto library and in the Photos app can be exported or dragged to your desktop and from there imported into iMovie.
It has been awhile since I migrated my iPhotos library into my Photos library. If you want to migrate your photos I suggest that you post that question and any related Photos questions in the Photos for Mac forum. Just Google "Photos for Mac forum" and it will get you there.
