Payment declined when updating cards

I'm trying to update our apple ID payment method, but I keep getting a message it could not be updated because the payment method was declined. I've gotten the same message from 3 different cards, all of which are good. What gives?

If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
