I understand you're seeing images pixelated when cropping photos in Photos. I'd be happy to provide information to help you address this.
Does this happen with all photos or just one? Try testing if you see the same pixelation in a new photo library. First, quit Photos. Then open it again while holding the Option key, and choose to create a new library.
