When I add an HTML signature in Mail, it is not active.

It may not be active in the Mail Preferences : Signature panel. Is it active when you send and receive it? If it is an image, it must be located on a persistent server so that the link can continue to resolve.
If you are using an image in your signature, then that image file must be on a server that is always (online) available, or the link won't resolve back to the image. See the articles here about setting up mail signatures for the respective version of OS X/mac OS.
