I dragged a picture onto my pages document and the text on that page disappeared and I now can't get it back.

Every object that you drop into Pages has its Arrangement set to Move with Text, and Text Wrap set to Automatic.This is designed to push other objects and text away.
Change the Text Wrap to None, and provided the picture is not too large (you may have to resize it) your text should reappear. The following image has a transparent background, and while Text Wrap was set to Automatic, it displaced the text around it.
