I found the answer on this question here — https://discussions.apple.com/thread/7421012 but for some reason this option does't work for me on OS Mojave. What else can you try?

What is your bigger issue here?
Your software is not up to date, the stable release is 10.14.6
Combo update 10.14.6 https://support.apple.com/kb/DL2010?viewlocale=en_US&locale=en_US
You state: "MacBook Air don't restart."
Maybe if you paint a bigger picture desribing the circumstances here... then a course of action can be recommended.

You can force quit the Mac by holding the power button/TouchID for ~6-10 secs.

Well. When I restart/shut down MacBook Air it doesn't turn off, and I see only "black screen" and cursor on the screen. Cursor is active, but the laptop does't turn off (same problem as the link above). Therefore, I cannot install the updates because my MacBook does't restart.
I can shut down MacBook only by long press power button.
These options don't work. I need the laptop to restart normally, as it should be. But have only "black screen" when restart laptop.
I wrote above that when turned off, the screen turns black, but with the cursor active. And then the Mac does not turn off. And left a link to a similar problem. Standard methods do not work.
Problem not solved.
