Multiport HDMI USB C dongle not passing video thru USB-C output

I have a OWC USB-C Dock that I'm using with my 16" MacBook Pro 2019. That's got a USB-2 hub, and an HDMI output that connects to a monitor. I've ordered a second monitor with HDMI support.

I've tried to connect to the dock thru the Apple HDMI Multiport adaptor, but the USB C output doesn't seem to work; my USB-2 peripherals don't get handled, the video from the laptop doesn't go thru the USB-C output port to the dock. If I connect the video directly to the HDMI socket of the dongle, I see video; If I use a second USB C port on the laptop to connect to the dock, my mouse and keyboard are active.

So it appears that there's something about the USB C output port. Is that only a thunderbolt output and not USB C protocol?

Most secondary ThunderBolt ports are ThunderBolt ONLY -- no other modes such as Displayport Dual Mode can be invoked, because they must be invoked directly on the computer's ThunderBolt port, not any further down the line.

In some cases, INCLUDING the Apple Multi-Port adapter AV, the secondary ThunderBolt port is for charge-ONLY.
