here is what apple support said:
"I’m sorry the issue actually seems to be our end right now with the error you’re seeing. We’ve been getting other reports of this as well. Would you be able to try the process again a little later?"
You must use a Wi-Fi connection for iOS updates.
There was a problem downloading "the software for the iPhone “iPhone”. The requested resource was not found."
