Cannot use gift card to purchase

hello, i’ve been struggling with this issue for awhile now. whenever I try to purchase an app or music a the following notice pops up: I also whenever I try to continue it won’t let me select the gift card option. I don’t have a credit card or paypal and don’t have apple cash. sometimes it also makes it so that the purchase is billed to my adress which I do not want at all. it won’t let me buy things please help this has caused a lot of stress due to the fact that I cannot pay for things on my phone.

Normally, every Account needs to have a valid payment method, even for free apps or updates. You can, however, change your payment method to None. You will not be able to do this if there’s an outstanding balance in your account.
