iCloud Folder Sharing - Storage

I have a large multi-media folder (~50GB) on iCloud that I am hoping to share (by “adding people”) using the new folder sharing feature. Does the person who you are sharing the folder with need to have enough iCloud storage to be able to view the files in the large folder or is it enough that I have enough storage?

I have read that those files do not impact the recipient's icloud storage at all. I presume they still need to have enough room on their device (i.e. the file is actually downloaded onto their device). However, in testing this feature with a friend we were able to exchange photos no problem, but videos taken on iPhones (only around 100mb) would not show up at the other end (we tried it in both directions with no success; the files went through fine via iMessage, so it has to be some sort of limitation with the shared folder feature).
