can not attach files to icloud webmail
I get an error when trying to attach files using icloud webmail.
...its telling me that I may not have permission to read the file...

I understand you are not able to attach the "el_2013.pdf" file to an iCloud email. Is the issue happening with this particular file or are you not able to attach any files to any email? Is this a file you created, or someone shared with you? If someone shared the file with you, then save it on your device before trying to attach it to another email. Where are you accessing www.icloud.com from?
