com.apple.Safari.History CPU Usage

com.apple.Safari.History has begun using upwards of 100% of my CPU. I tried resetting SMC, NVRAM, and PRAM, but it has not had any effect. The one thing that works is to top syncing Safari to iCloud, but this isn't a sustainable solution. Anyone else having this problem? Any suggestions?

MacBook Air 13", macOS 10.15

Quit Safari.

Close or minimize all windows. 

Click on the Desktop to activate Finder.

Click “Go” menu in the Finder and then choose “Go to Folder”.

When the Go to Folder window appears, enter    ~/Library/Safari  and then click “GO” button.

In the resulting window, select all four history items, right click and choose Move to Trash.

Restart and launch Safari to test.
