after updating my MacBook Pro yesterday, I get the message that cookies are blocked on a website I am trying to access, very often used site. I have checked the Safari preferences and cookies are not blocked. Is this an update known issue?

It's possible the website is confusing its inability to do something with a general inability to store cookies.
Without identifying the website by its URL (which you may do if you choose, but completely understandable if you don't) review the following Apple Support documents:

I confirm the many bugs with Catalina 10.15.4
Frequent slowdowns, power off impossible, untimely blocking ... many problem reports have already been sent to Apple, but they remain unanswered ....
