If the iPad was purchased directly from the Apple store, yes you can purchase AppleCare, or AppleCare Plus (as applicable for your region). I always purchase it when I purchase refurbished products from Apple.

Apple refurbished iPad models include a 1 year limited warranty. You cannot purchase an AppleCare plan on a refurbished iPad model.
I am a huge fan of Apple’s refurbished products. I have saved hundreds of dollars over the years by purchasing refurbished. It is great to know that I could have purchased AppleCare as well!
You’re welcome. That’s why I have faith in the Apple refurbished units. The savings on the purchase will cover the cost of the Apple Care upgrade. Out of curiosity, I just checked a Mac Mini refurb ..... $130 saving, and $120 for Apple Care Plus, so a good buy.
