Lost Photos on Dead iPhone

When I went to the apple store to try and get help to fix my phone they told me it was "dead" and that I needed a new one completely. They offered no other help on recovering my phone so all of my photos were lost. I cannot find them via my iCloud account or anything. It seems like USB cords also don't work and it won't charge via a bluetooth charger. How can I recover my photos?
