seems my iPhone XS has been in 'do not disturb' mode forever

When a call comes in, my phone will appear to have a miss call automatically, and the caller will hear that my phone is busy, like the situation in 'do not disturb' mode. But the mode is actually not on, and I turned it off and on again and again, I still can not pick up any call from strangers. Could anyone please help me?
