Have you tried following the “Start Over” process - and what happens when you do?
I'm not sure which App I was using, if any. I might have been in NY Times app or mail. When I got this screen, I picked up my iPad from the table where is was resting at an angle in its cover and hit "Start Over." I got an animated group of arrows, I think, and then it returned to my home screen (or maybe whichever App I was in.
