Stuck in "Your mac is downloading a software update for this ..."

I'm trying to restore my iPad, However, whenever I go to the recovery mode then connect my iPad to my Mac and click "update" or "restore" I'm getting the following message

Your mac is downloading a software update for this iPad and will install it when the download is complete.

My internet is not bad, and I tried this almost 4 times, same results. It stuck to this screen for almost 30 minutes, then the iPad exits the recovery mode and everything just stopped and back to the same situation.

Wasted a lot of time on this.
