Safari in mail

I opened safari in slide over split screen (the new one where it is floating over the other app). I slid it off screen when I was done reading.

Then I was reading my mail I wanted to open a link. It opened in Safari in the same slide over screen. I wanted to read it in full screen but could not figure out how to do that.

I opened a different app but when I went back to Safari it was still only available in the slide over split screen. I could not figure out how to get it to open in a full screen.

This is frustrating. I had to close all the other apps before I could read Safari in full screen
