I tried to update my iPad mini 2 to iOS 13.4 from 13.3.1. I ended up with 12.4.6. Now safari won’t open our banks bill pay site. Just comes up with the safari cannot open the page because network connection was lost. I tried to reset the iPads network setting to factory, and cleared the safari cache. Our bank advised that it’s because we’re not on the latest version of safari, but the iPad mini 2 can’t get 13.4 apparently.

This iPad model does not support any system version newer than 12. You cannot update your iPad any further. If you need to use an application that requires a newer system software version then you will need to purchase a newer iPad model.

If the OP truly does own iPad Mini 2, they could not have had iOS 13.3.1. Or the OP doesn't have an iPad Mini 2. Even iPad Mini 3 can't be updated past iOS 12. They'd have to own iPad Mini 4 to be able to use iOS 13.

There is no way that your iPad was running iPadOS 13. iOS 12.4.6 was distributed exclusively to iPad models that were not supported by iPadOS 13 which does confirm that you have an iPad mini (2nd generation). There is no way that you can update your iPad to iPadOS 13.
That doesn’t explain why the iPad had version 13.3.1 prior to being backed down to 12.4.6.
