How do I change the region of my store?

I am trying to upgrade an app but I can’t because my phone thinks I’m in New Zealand, so I’m trying to switch it back to around where I live but I can’t do that either because I have like $.60 in my account, and unless there is something I can buy worth $.60, what can I do ( I don’t really want to buy something over $.60 and then pay the money back)

Per the article below, “If you can't complete any of the steps, can't change your country or region, or you have less store credit than the cost of a single item, contact Apple Support."
