I don't know what business functional apps you need? The only options you have are to look in the App store and see what may work for you on iOS versions below iOS 11. You're not likely going to find many options at this point.

You don’t. IOS and iPad OS13 is the current operating system and that’s what will be installed.
I need to install the apps like spreadsheets, iPhoto, etc but when I go to the apps store, it tells me I need to upgrade?
I tried to update but it says there are no updates, yet, I can't find spreadsheets, etc. This iPad was given to me when my laptop was stolen but after 15 years of using an Air, this is all weird

No. An unit running 10.3.4 isn't capable of 11 or above.

Unfortunately no. You will be limited on apps as long as you have that iPad. You can of course still use it. It's just that every day, fewer and fewer apps will run on your iPad.
