Volume and Bluetooth controls disappear from menu bar after restart

Ever since upgrading my Macbook Pro to macOS Catalina (although I'm not sure if it happened on the previous version as well) the Volume and Bluetooth controls keep disappearing from my menu bar when my Mac restarts.

In the settings I have the "show volume in menu bar" and "show bluetooth in menu bar" toggles checked, but I have to manually recheck them every time I restart. I would expect macOS to retain these settings.

Especially the Volume control is used multiple times a day to switch between my Macbook speakers and my Airpods, so having to restore the item every time gets very bothersome.

Thanks for using Apple Support Communities! It see you're having an issue with some features not staying in the top menu bar, and I'd like to do what I can to help out.

Do you have other users on your Mac? An administrator can change settings for other accounts, as noted here:

Does the issue reoccur with another user? If you don't have any other users, here's how to make a test user:

If you start up in safe mode, are those items still missing from the menu bar?

How to use safe mode on your Mac

Keep in mind that it may take longer to finish the start up, as safe mode does some system checks, and can sometimes resolve issues. You'll also see some differences in the display. This is expected with safe mode, and when you restart normally, they'll be gone.

If safe mode still has those items, restart normally to see if the issue is resolved.
