Is it possible for heat to cause an iPhone display to dim even on full brightness,
i have a XR and I was sitting in the car and I was getting really hot, and then the display kept dimming but said it was on full brightness, I turned the AC on and restarted the phone and then it went back to normal.

It can happen, yes. It's a precautionary measure in order to keep the temperature acceptable.
