Despite reinstaling Skye app, deleting the app, shut down, restart, reset my iphone SE, no icon show up in settings>integrity>microphone. No other App is showing in microphone list for ex Youtube and Instagram which are installed. On my iPad mini I can see appa, but not on my Iphoen SE IOS 13.3.1? What is the problem ?

Tap Settings > Screen Time > Content & Privacy Restrictions > Microphone > Allow/Don't Allow Changes. From here you can enable changes to the microphone and also see apps that you can grant access to. That was the problem, the microphone did not appeare here.
Read BrianK90 reply, it solved my problem.
Did you go to Settings > Skype and turn on Microphone directly there?
