Apple TV app is supposed to be pre-installed on Apple devices--but I can't find it on my MacBook Air circa 2015. Where is it and how do can I use it?

The Apple TV app is bundled with macOS Catalina 10.15 on Macs.
macOS Catalina is compatible with MacBook Air (Mid 2012) or later.
If your tag line that states you are running macOS 10.12 is correct, then you don't have the TV App.
On a Mac the TV App is only available if you are running macOS 10.15 Catalina.
On previous macOS versions, you can use iTunes to access the regular TV App content, such as movies and tv shows from 3rd party studios and media companies but you need to use the TV website to access TV+ subscription service content.
