iCloud storage

Trying to buy more storage. Followed instructions however it doesn’t give me the option to by more, it only says

‘Upgrade storage’ which when I press nothing happens, any ideas?

iPhone XR, iOS 13

Did you try force closing the settings app and restart the phone?
