I want to upgrade my icloud storage but when I press the upgrade option, nothing happens.

Try Upgrading Using Another Device:

If you cannot upgrade your iCloud storage through use of your iPhone, then I recommend you do so from your Mac or Windows PC. Go Here: Buy more iCloud Storage - Apple Support:
