Stuck on voice reading everything I do or is on the screen. Also requires double tap

How to turn off voice over and whatever is making me highlight then double tap and will not allow sliding up on pages. Help!!!

You have enabled the vision impaired feature. You can scroll with three fingers. You can also try asking Siri to turn off voiceover. Depending on the model phone and the iOS version there are other things you can do, but the basic one is to go to Accessibility in Settings and turn off voiceover.
