I need to enroll a brand-new iPad in our Apple Business Manager account, and I'm told I need Apple Configurator 2 to do that, but I don't have a Mac.

You need to either return it and purchase using Apple's business store, or through an authorized reseller who can add it to your business manager for you, or you can buy a macOS device. If you are managing Apple devices, you really need to have a macOS device in order to make sure you have access to everything necessary.

The only way to add your Apple device to ABM is by supervising it. It can be done in two ways- add it to DEP or using the combination of a Mac and AC 2. If you have purchased the device from an authorized reseller/carrier or Apple, you can add it to ABM- seek help of your seller and they will do it for you.
