I used itunes to copy a home movie from my Windows 10 computer to my iphone 11, and I've lost the disk with the original file. Is it possible for me to recover it from my phone? I can't drag it into a folder from itunes, and I don't see a way to upload it to my cloud drive from my phone.

If it's a video purchased from iTunes -- no (not sure what do you mean under home video). If it's not DRM-protected, you should be able to extract it with smth like iMazing. Trial is enough for 1 file.
