I have a 7th generation ipad and in previous versions have been able to swipe down from the top center to get a search box. There is no way to do that on this ipad. Any ideas how to get a search box so that I can find an app by a type search etc.?

That does not do anything but bring up the notifications center, no search bar in there either. I expected that behavior, as that is how my old iPad mini worked, so in an wondering if I have a defect of some kind. Thanks for your reply though😊

This works the exact same in iOS 10.3.3 as it does in iPadOS.
My 2015/2016 iPad Pro is still, currently, running iOS 10.3.3.
You swipe down from the top edge of the iPad's screen to bring down Notiifucations center.
If I put my finger at the center of my iPad Pro’s screen and swipe downward, the iOS search bar AND Siri Suggestions appear.
Swipe down from the middle of the screen, not near any edge.
Put you finger on an empty area of the very middle of your iPad’s screen and swipe that finger downward to bring up the iPadOS Search box.
Stick your finger in the middle ( THE ABSOLUTE CENTER ) of the iPad's screen and swipe downward.
That works to bring up the iOS search bar.
You did something wrong.

Follow the instruction given by MichelPM precisely - and the Search dialogue will appear at the top of your screen.
It's been SO LONG since I had anything on iOS 10 that I don't remember how bringing up the search bar worked back then.
