transfer ratings to new computer

Just transfered my itunes library to a new computer. Found some great help here getting my playlists to show up (by copying the "iTunes Music Library.xml" file). But how do I get ratings to transfer over?

Windows, Windows 10

So I think I moved the itunes directory to my new computer the way you are describing. See below.

But itunes is not accessing the itl file. It didn't recognize the .xml file automatically either. I had to import it as a playlist (I thought "Add File to Library" would have done it but it didn't)

The correct way to move the library from one computer to another, which keeps all ratings, playlists, date added values, etc. is to move the entire iTunes library folder, and the media folder if on a separate path (or consolidate first). Moving the media alone, then importing the media into an empty library doesn't keep all the metadata. Importing the XML doesn't do it either. See the advice in the linked user tip.
