It is upsetting when you turn bluetooth off and your phone tells you it will turn it on again at 5AM. Is there any secret shortcut, long press, hard press or anything that will let me turn off bluetooth totally and permanently without going to Settings?
No. Turn it off in the settings. Settings>Bluetooth>Off. That’s the only way to completely turn it off.

Yes, in the Shortcuts app (iOS 12 and later), there's an action for turning Bluetooth off/on:
(You don't have to call it Secret Shortcut.)
