iPhone XR wifi continually cuts in and out. No other devices in the house are doing this

Settings > General > Reset > Reset Network Settings. You have to re-enter WiFi password in your iPhone XR. See if issues with WiFi “cutting outs” continue.

Sounds like you may have an issue with the Wifi radio on your device. Contact Apple Support directly for support.

The wifi connection disappears and returns constantly. Virtually flashes on and off on the phone

Tried doing that already. Also tried hard reset and switching off the router and turning it back on.
