Cellular Settings screen is blank, can't turn on Cellular Data

When I go to Settings > Cellular, the screen is completely blank - I mean nothing. Similarly on the Control Centre panel, Cellular Data is grayed out. I've done the usual: multiple restarts, Reset Network settings, tested the SIM in another phone (works), and tested another SIM in my phone (doesn't work). I'm in range of the Carrier. This started as I was switching SIMs between phones. Running iOS 13.3.1. I am out of ideas. These are coronavirus days, I am locked up after travel and the Apple stores are closed. Does anyone know what's going on?

Hello crunchcom,

Thank you for using Apple Support Communities.

I understand that you are having an issue with the Cellular settings showing up as a blank screen on your iPhone. You have done some good troubleshooting so far. I have a couple of more things you can try to get it working correctly again.

First, let's try a force restart of the iPhone. See the steps in this support article for your iPhone model:

Force restart iPhone - Apple Support

If this doesn't resolve the issue, then we would need to move to reinstalling the iOS on your iPhone. While this process should not cause any data loss on the iPhone, it is always better to be safe than sorry, so let's first make sure you have a current backup of your iPhone. See this article:

How to back up your iPhone, iPad, and iPod touch - Apple Support

Once you have a current backup, you can then move to this article to reinstall iOS on your iPhone. When you get to step 4, make sure to select "Update", so that the computer will try to reinstall the software without erasing data.

Best regards.
