Has anyone else had a problem with apps reopening on Startup with Catalina? I have reopen windows when logging back in unchecked, I have no login items, close windows when quitting an app is checked. I always make sure I quit applications before shutting down but nothing seems to fix the problem.

Try unchecking the above box that appears when you shut down the computer.
I even completely erased my Mac and reinstalled Catalina and that didn't solve the problem either. It happens on my MacBook Pro 16-inch 2019 model and mid-2015 MacBook Pro. I guess we'll just have to report the bug to Apple.
This started yesterday for me. It is even weirder than just reopening Apps. It opens Safari Windows that I had closed. System Preferences opens to a pane I used earlier in the day after I have used others. Gmail no longer works. A total mess.
I too have none of the boxes checked.

I am so glad you tried the clean install. I do not want to go down that round. In my case I feel like my computer keeps restarting and opening apps in some "Saved State" that I cannot override or delete or make go away.

I didn't want to either but I thought I'd give it a shot, but to no avail unfortunately. Would be interesting to know how many other people have this issue. I have read on other forums that people have experienced the same issue.
My issue has been booted to a level 3 engineer. Their first concern was a permission issue that was not addressed using normal permission repair. the new repair is done using terminal commands. I deleted my Home folder and created a new account and pointed it to the "old" Home folder. Same behavior. I will post back when they return more information.
As an additional note: iCloud needs me to sign in and I cannot. so Mail, etc are no longer working. I am sure this is related to why I can not sign in to Gmail as well and why Safari opens tabs from 2 weeks ago. Stuck in a time warp.

I’ve spoken to a few senior advisors at Apple who are looking into this problem for me. They have passed it onto their engineers for them to look into. I told them that other users had been experiencing the same issues. I managed to record a video of it happening so I hope they can sort something out.
I have that unchecked. I'm not sure what's causing it.
